Oops---shot off my mouth too early. It was a Bungie game, and they released it for the Mac (which is how I played it). But Rockstar did the PS2 conversion. Got it. Sorry.

Yo---Oni was a Bungie game, right? And not as bad as all that---just in development for too long. In fact, consdering that its femal ass-kicking hero didn't show an inch of skin, it could even be considered progressive. What I'm wondering about, though, was why you were in Phoenix if it was Bungie/Oni. Maybe it was Rockstar releasing some other game?
