This was one of those recurring sktis on a Japanese sketch comedy show.  The upshot was that the guy in the skeletal suit is an evil bad guy.  He would keep attempting to rape this girl in her apartment and then the "heroes" would show up.  The heroes were supposed to be a Power Rangers send-up.

The gimmick was that every time they show up, they are in progressively weirder or more mismatched outfits.  As such the bad guy refuses to battle them and just insults them.  This is one of the later skits when they went way over the top.
